Bill Schultz – Toll Gates & Toll Houses: Assistance or Hindrance for Mail Delivery Modes

The American Philatelic Research Library, the American Philatelic Society, and the Smithsonian National Postal Museum jointly produce the Postal History Symposium, which has been held since 2006. The symposium provides a forum for philatelists, academic scholars, postal historians, and the interested public to discuss and present research that integrates philately or the history of postal operations into the broader context of world history.

Bill Schultz was born in Washington D.C. and now resides in West Chester PA USA. He has been a philatelist and postal historian for over 60 years. He is an energetic accredited APS Chief Judge and an enthusiastic exhibitor, having produced over 50 different exhibits so far in his lifetime. He is an active participant in numerous philatelic organizations, such as Assistant Treasurer of the United States Philatelic Classics Society, board member and life member of the American Association of Philatelic Exhibitors, lecturer for the American Philatelic Society Summer Seminar series, guest speaker of the Collectors Club of New York, past president of the Pennsylvania Postal History Society, as well as writing a monthly column for the American Stamp Dealer and Collector publication entitled “The Facets of Exhibiting”. Bill actively assists many exhibitors to achieve their expectations in the world of exhibiting and in the area of postal cover/document restoration.

Presentation Synopsis: Bill will present his research on the subject of toll gates and toll houses (1800-1899) using the following outline: 1) Introduction of toll gates and toll houses; 2) Historical Retrospective with Pictures/What was their general/Specific role; 3) Differentiation of Gates and Houses/Purposes from 1800 to 1899; 4) State by state analysis with numerous examples from each state; 5) Why toll gates and toll houses assisted the movement of mail; 6) Why toll gates and toll houses hindered the movement of mail; 7) Did toll gates increase or reduce mailing costs for the Post Office Department; 8) Importance of stagecoach mail and the impact of toll gates on normal mail movement; and finally 9) Populace’s reaction to yesterday’s toll gates and today’s toll gates.
